Job Description

The Director of Functional Center leads and manages three key departments: Procurement, HR &
Administration, and Finance & Accounting. This role ensures that all departments work efficiently, follow
company rules, and support the company’s overall goals.
1. Develop short-term and long-term plans for the Functional Center to support company goals.
2. Oversee procurement: select suppliers, negotiate contracts, monitor costs, and ensure quality.
3. Lead HR: manage hiring, training, performance reviews, employee benefits, and staff
development.
4. Manage administrative operations: office management, facilities, and general company
policies.
5. Oversee finance and accounting: prepare budgets, monitor cash flow, produce reports, and
ensure compliance with laws.
6. Track department performance and take steps to improve efficiency and results.
7. Create and enforce policies and procedures for consistent work across departments.
8. Coach, guide, and support managers and staff to grow their skills and improve performance.
9. Encourage teamwork, clear communication, and collaboration between departments.
10. Advise senior management on financial, HR, and operational matters to support decisionmaking
11. Identify risks in procurement, HR, finance, and admin, and implement solutions.
12. Lead cost-saving initiatives and process improvements to optimize resources.
13. Ensure compliance with labor laws, financial regulations, and company policies.
14. Represent the company in discussions and negotiations with suppliers, partners, and
stakeholders.
15. Promote a positive work environment that motivates and engages employees.
16. Introduce and use technology to improve department performance and reporting.
17. Manage department budgets, resources, and staff efficiently.
18. Provide regular reports to management on achievements, challenges, and future plans.
19. Handle urgent operational issues calmly and effectively.
20. Foster a culture of accountability, transparency, and continuous improvement.
21. Stay updated on industry trends and best practices in procurement, HR, and finance.
22. Support the company’s growth by planning and preparing departments for future needs.

Job Requirement

1. Bachelor’s degree or higher in Business, Finance, HR, or a related field.
2. Master’s degree or professional certification (e.g., CPA, ACCA, SHRM, CIPS) is a plus.
3. Minimum 10 years of senior management experience in Procurement, HR, or Finance.
4. Proven experience in planning, leading teams, and managing multiple departments.
5. Strong knowledge of Cambodian labor laws, financial regulations, and procurement practices.
6. Experience in budgeting, cost control, and financial management.
7. Experience in employee development, performance management, and organizational growth.
8. Excellent leadership and decision-making skills.
9. Strong problem-solving and organizational abilities.
10. Clear communication skills in English; Khmer is an advantage.
11. Ability to manage multiple tasks, priorities, and departments effectively.
12. Business-minded, results-driven, with strong strategic thinking.
13. Ability to motivate and engage teams, promoting a positive work culture.
14. Comfortable using technology and systems to improve efficiency.
15. Fluent in Chinese and English is preferred.
